Request for Quotation (RFQ): S&D National Systematic Data Manager Consultant – Thailand

The purpose of this Request for Quotation (RFQ) is for UNAIDS to enter into a contractual agreement with a successful contractor to work under the direct supervision of the UNAIDS Country Director. He/She will coordinate with Division of AIDS and STIs, DDC, Thailand MOPH and others relevant stakeholders in order to consolidate, design and manage systematic data from different sources for monitoring the situation and
implementation efforts to eliminate stigma and discrimination in Thailand.

The consultant will be recruited from April until 30 September 2024.

Characteristics of the bidder:

The bidder should be an individual operating in the field of health, social and behavioural sciences, or
another relevant field, with proven expertise in the systematic data design and management,
understanding/working experience in health and HIV/AIDS related stigma and discrimination
programming, good writing skills and proven experience organizing and facilitating and discussion such as
workshops, presentations, learning sessions and webinars.

The successful bidder is expected to demonstrate previous experience and list relevant projects as
follows:

  • Previous work with UNAIDS or other international institutions operating in the field of health,
    social and behavioral sciences, data monitoring and evaluation or another relevant field.
  • Proven experience in the systematic data design and management understanding/working
    experience in health and HIV/AIDS related S&D programming, good writing skills and proven
    experience organizing and facilitating events such as workshops, presentations, learning sessions
    and webinars.
  • Desirable experience:
    ▪ Demonstrated knowledge and skills with project / data management and monitoring and
    evaluation.
    ▪ Sound knowledge of UN administrative rules, regulations, procedures and practices.
    ▪ Relevant work experience with Government and Civil Societies.

Request for Quotation (RFQ): Gender and HIV Consultant to support Global Fund grant implementation in Asia and the Pacific

A senior international consultant is being recruited to provide technical assistance to the HIV Global Fund grant PRs/SRs and SSRs, that are national entities and CSOs, and government representatives on addressing gender-related barriers in the HIV response in select TSM eligible countries in support of their Global Fund grant implementation. This will include the following:

1) providing technical gender expertise on gender and HIV to national counterparts and other Global Fund grant implementors on their gender interventions to be implemented by September 2024;

2) Preparation and support to implementation of gender assessments;

3) Review of the Global Fund’s GC7 funding requests and grant making from a gender and rights lens and technical expertise for strengthening gender capacity. The senior consultant will also support countries on the HIV and gender dimensions including but not limited to women’s leadership in the HIV response, stigma index studies (which is a Global Fund grant building block) and scoping of approaches and investments in transformative social norms change through existing technical working groups with relevant stakeholders involved in grant implementation.

Characteristics of the bidder:

The bidder should be a consultant with a master’s degree in gender and development, or international development, or women’s studies or public health with a minimum of ten years’ work experience on gender equality. A strong rights and civil society background and experience working with a range of stakeholders including national government, ministries of health and gender, civil society organisations and women’s networks, UN and non-UN development partners is desirable. Experience working on gender equality in more than one country in the region, including on gender and health, gender and education, or other sectors is preferred. Experience working with people living with HIV is highly desirable. The ideal candidate will also have strong experience working with key populations, gender-based violence, women’s participation
and leadership, gender transformative policies and programmes. Knowledge and experience with Global Fund processes and policies, particularly the Global Fund’s GC7 funding and grant making cycle would be a distinct advantage. The consultant must have an excellent command of and writing skills in English. Knowledge of one or more languages used in the region is desirable.
